Does Etheria have a god of time? If so what's their name? And what are they like?

I am Sailor Vulcan! Champion of justice and reason! And yes, I am already aware my uniform is considered flashy, unprofessional, and borderline sexually provocative for my species by most intelligent lifeforms. I did not choose this outfit. Shut up.

No god of time. The Gods' portfolios parallel the Schools of Magic.
Spells that deal with time might fall into different Spell schools, based on the spell itself.

Time is an extremely delicate subject and all the rules about it should be well defined. Stories using time (traveling) can be really ruined by the numerous loopholes it creates. (Harry potter, third book) Time should be a major theme (dr who? Never saw it), or not used at all.

In the case of mage wars, since it is not a major theme, I think it's for the better to just leave it out.

I agree. Time should not be touched. Shift Enchantement already gives Laddifance a Headache, i cannot imagine what could happend after spells like Time Rewind, Fast Forward or Pause :)

I could see an Epic Time incantation for the alternate wizard (or whoever would use time) that allowed one to see the opponent's planned cards. Maybe even at a special time like just before the first quickcast. It could really give you an edge, but I'm not sure if the sacrificed action would be worth it. Who knows though, maybe a familiar could cast it.

Huginn.  :P

Seems more like a prophet card. Or even war, extreme observations/insight. (Sherlock holmes-like). Maybe let it be an enchantment on the enemy with dissipate 3?

Anyway, cool idea with lots of possibilities, but it does not have to be time related.  :)
