Action Tokens for Conjurations

I was reading a post about the strenghts of a variety of cards, and it seemed like there was some consensus that being able to get "activity bursts" of damage through Wizard's Tower, plants, Balista and such was causing some concern, mostly because it breaks the normal balance between moving/attacking/guarding that controls where damage gets applied.

Obviously, there's a problem in that the current rules and cards are printed a certain way, but I was wondering if it was ever considered to give Conjurations that can take actions action tokens much as creatures have action tokens?  Obviously, they couldn't move or guard, but it feels like it would somehow be more consistent/appropriate.

Anyway, not practical, but just curious.
