General questions about running organized play

I have a few questions about procedure, and how other stores are running events:

1.)  How much should the store charge to play, and how many cards can be awarded per player?  The owner wants to charge $5 a head and give one promo card to every player.  I told him that $5 for one card was not good incentive, so he wanted me to see what other stores were doing.

2.)  Can the store owner elect a player to run organized play, and upload events?  if so, how?

3.)  Are all of the documents in the kit available online, or just some of them?  I am essentially (unofficially) running the events, but I don't have access to the kit except when at the store.

1. We charge 5.00/person, that upsets some people.

The kit suggests giving out 6 cards per week, because
the kit is enough for four weeks of events then.
If he wants to give a card to every player, he may have
to buy multiple kits.  I agree though, 1 promo card for
5.00 will not be enough.

What we do for prizes is the promos, but then use the
5.00 to buy core tombs. We put the promos and the cards
out and the players take turns picking a card in the order
that they placed in the event.  This helps everyone get the
cards that they need and we move product.

2. The store can elect someone.  The store needs to be
approved as a retailer, then in the retailer section, they can
elect an event organizer.

 3. This one needs more of an official answer.
I have not seen any kit information online.
They said that they will be releasing the kit stories, but I am guessing
that won't be until the next kit is released.
