For imaginary balance, I think your Goblin Balloon should have an addional ability; if any of Goblin Balloons attacks rolls all 2 sided crits, it explodes in a puff of burning gas dealing 2 direct fire damage to all creatures in its zone.. And maybe even gets obliterated!
