Stagger / Defense Question

So ran a demo for a new fan last night, and a very simple but good question came up I could not find the answer too.

I hit his Asp with Dazzle, Staggering it. It's a minor creature so now it can't take an action. It is effectively a "Stun" as per the main game by my understanding. It just never says this outright.

So if I attack the Staggered snake, can he use his Defense roll?
With a Stun he can't, but Stagger never explicitly says. I don't see why it wouldn't and make sense, but a clarification would be most welcome.

Rules are simple. Minor creatures can use their defense and also take actions other than attack or guard (for example movement in Arena or Genie's ability in Academy).

Since it is a little like daze, would the defense roll be at -2?

No, there's nothing about penalty to defense roll.

The wording on Stagger does not mention Defenses, so it doesn't affect them at all. It only does what it says it does and nothing more.

Yes, snake would be able to use its defense as stagger didnt have effect on Defense.

Well shucks. Makes those silly 5+ infinite evade guys even more annoying. Just wanted to confirm due to the similarities with Stun
