Seems like a wasted action to me considering you have so many other useful enchantments and equipment to play and such a limited amount of actions.

I agree. I might play it later though to have a turn where I have 2 more man than my opponent thought I would.

Play a few games with this book, rdd, and you'll soon discover there's absolutely no time to play a Decoy.
