Hydra with Slow, gains Fast Trait

The Hydra has slow, however if it is enchanted with the Fast trait it cancels it out so it should be able to move and strike

however the melee quick action strike says counterstrike on it

So does that mean it does not have a normal melee strike while moving OR does it mean it has counterstrike on top of the normal melee action, so it could move and then use a quickaction as its attack, while enchanted with fast

Yes, Fast and Slow would cancel each other out and result in a "normal" creature.

The fact that his quick attack has Counterstrike just means that he gets to retaliate against any melee attack, even if he is not on Guard. You can still use it as a normal strike.

The melee attack that says Counterstrike is the attack used during the Counterstrike.  In other words, it can't use the more powerful attack for counterstriking.

That should be intuitive with the rules anyway. It says you can only use a quick attack when you gain counterstrike. I figured the actual trait of Counterstrike just means the creature is always "on" even if they choose not to guard.
