Force push and passage attacks walls

Can I assume it's not ok to decide not to spend the extra mana with force push, and to slam against a passage attacks wall instead?

As a matter of interest, what was the reason they introduced the extra cost? Was it because it was being abused?

They would not be Bashed (or Slammed) if you did that. Bash only works with walls that have the Passage Blocked trait (reference the Codex). Using Force Push to push them into a wall with the Passage Attack trait and deciding not to pay the extra mana does not do any damage and does not push them (FAQ page 15). It is essentially a waste of a spell.
