A proxy doesn't really need to be legitimate, it just has to work as a stand in. When i used to play magic, i could often get away with just writing the card name down and going from there. I mean, you can't do that here, but the point stands. You can use proxies for testing, and if you get the ok, casual games. It detracts from the visual appeal, but i feel the people that want the promos early want them for competitive testing or 'beta' testing, which a written piece works just as well for.

I proxy promos all the time because even I do not have full sets of everything. I always state a week before we play if we will use promos or not and no body seem to have a issue with that. Like Doma I proxy MTG cards when testing decks.

I do the same, for example I might have 1 copy of Sandstorm. If I want to run two copies in my book. I make a proxy for the second one. When I play Sandstorm, I play the real card and when I discard the proxy comes out of the book and the real one goes back in.

Sure, why wouldn't it be?  Gold stamp, different card number, different artwork (although the promo minor heal artwork has been used as a regular card I believe and the same artwork was used for Galador). The rarity of a card may mean something completely apart from the fact that the exact same card is readily available (see Summer Magic for MTG).

As an aside I greatly prefer the FFG method of Promos. They release either alternate artwork (full bleed) of already existing cards or counters/tokens.  All stuff that is highly sought after, can be used, but gives no competitive edge.   

It's worth noting that in the secondary market, the Mage Wars alternate art promos sell for more than just about any other Mage Wars promo released and a Mage Wars playmat just sold for $100 on eBay.
