Are promo cards intended to be print in regular expansion sets? In other words, if I'm patient, will I be able to get them without actually buying them at their present cost?

They stated that none of the cards are meant to be collectable and all promos will eventually see release in future expansions.

Promos that haven't been released in a regular set aren't allowed in tournaments though, so for tournament play it's not an issue. And yes, all promos will be released eventually in regular sets.
