Buttons that I don't think were there before

I noticed the remove topic and lock topic buttons at the bottom of one of my threads. Are those buttons supposed to be available for non-moderators? I don't think I've ever seen those two buttons before.

I guess maybe you're right. Maybe the reason I haven't noticed them before is that I often use tapatalk on my phone when I'm on the forums?
