Agony Vs Hydra

Hi
  Agony (when this creature makes a non spell attack it rolls 2 fewer dice) vs the Darkfang Hydra (3 dice tripplestrike attack) Will this mean for each of it's attacks it only rolls the one dice?

It would. Agony really is a nasty effect on creatures with Double and Triplestrike.

This seems like a counter intuitive considering the way a buff like Bear Strength works....why is it this way?

Bear Strength gives a creature the Melee +2 trait. The rules for the Melee trait specifically restrict the bonus for the first attack a creature gets.

There is no such limitation on other damage modifiers.

To balance the tripplestrike of the Hydra. Just think of the damage it would do, if the +2 counts for all attacks. Then add other effects like vampiric, fast and increase its life and armor and you never ever want another creature again.
