Magebind and Dwarf Rune Question

Does a rune or Mage Bind increase it's dissolve/ dispel cost?
Example: Forge Hammer plus rune equal 9 to dissolve instead of 8

so casting dissolve on a Runed Harshforge Plate when you have [mwcard=MWSTX1CKE01]Armor Ward[/mwcard] costs

8+2 =10 mana to cast
If there is a nullify, the spell stops here
In the resolve spell step, it costs an additional 2+4=6 mana

so 16 mana total to disssolve a 9 mana chestpiece
