When you remove sleep condition using heal wand is the creature ready to activate.

Also can if you play Dwarf Warlord can you use General Signet Ring?

yes. when you directly remove sleep, the creature doesnt get a daze.

yes. dwarf warlord is a warlord and can use warlord only stuff.

The General's Signet Ring allows you to save one mana when you cast a soldier spell. It has no other function, so no... you do not get the discount from the ring in order to remove the sleep condition (or for any other purpose).

Forgot to write that in.

The mana -1 rune does not work on the Signet Ring. It may only be used for equipment that lets you cast spells, like a wand or the Helm of Command. The Signet Ring does not actually provide any spells to cast, it just gives you a discount.
