I would have to look over all the timing rules for this but I do know one of the reason it was move to at end of action was to help prevent this. It used to be before or after a friendly action just like QC.

If that is the intention, then I think the current wording is sufficient but maybe a little too subtle. I can see people overlooking the fact that "at the end" is still during the action phase and you may want to bring attention to this fact. This would mean that you can not squeeze in an extra attack by recasting Scimitar....however you could attack with it and then replace it to still have the Defense available.

If it starts to get abused it will be worth working on. As you know the to do list is so long this is currently not a major priority.
