Using Renewing Spring costs a quick action. With that quick action, the creature heals 3 die and you can pay mana to remove 1 condition marker.

So the quick action is for both effects!  :)

The creature that wishes to use the spring must spend a quick action to do so. It then heals for three dice of damage and you may remove one condition from it by spending your mage's mana equal to the removal cost of that condition to be removed. The removal cost of a condition is listed in the little gray circle on the marker and also in the codex entry for the condition.
