Title: Stagger & Effect Dice

A simple question, but I'm having trouble finding the answer.

If I have a major creature that has been Staggered, he will roll 2 less attack dice on his next turn.
Gotcha.

But do I also subtract 2 from the Effect Dice on that attack?

You do not change the effect die.  Stagger only reduces the number of attack dice rolled.  It also, by the way, always reduces by two dice.  So a Grizzly Bear with two Stagger on it will only roll 1 attack die on the quick attack and 3 dice on the full attack.
