Title: Paladin's strongest enemy

1. Can an enemy mage be the "strongest enemy" if the total cost of his gear is higher than his most expensive creature in the arena?

2. What is "the strongest effect" in the case of 2 creatures with equal mana cost?

1) Equipment has nothing to do with determining the strongest enemy. Your opponent's Mage can only be the strongest enemy if that opponent has no other creatures.

2) You pick. It should be in the PVS rules.
