When evaluating the Strongest card on the board (eg: Knight of the Red Helm) if there is a tie are both strongest, or neither?
Both interpretations make sense, but obviously one is correct, and must have been decided?

From the PVS rulebook:
In cases of a tie, the controller of the strongest
effect may choose which object it applies to.
A Mage is considered the strongest creature
if it has no other friendly creatures, even
though it has no mana cost.

Thank you! Also, not the ruling I expected, I thought it would be either both or none, not pick one.
To be clear, in this example it would be the one who controls KotRH that would choose, not the one who controls the the strongest creatures in question?
Presumably this decision can be made (and changed) each time it applies? So in effect it means all of them for something like KotRH, whilst a spell that said 'kill the strongest creature' would just get the one nominated at that moment.

Correct. It is the player who controls the effect referencing the strongest creature that decides the tie, so in this case the one who controls knight of the red helm. And this decision can generally be changed later, whenever you need to reference it.
