Title: Flying before attack

My oponent choose as action move, and attack but before attack i reveal flying to avoid the attack, my opponent want to guard because he cant attack, can he?

Well, you can't gain/lose flying during an attack. So you would not gain flying by revealing Eagle Wing once he declared the attack. To gain flying you would have to reveal between the end of the move and the Declare Attack step, which means he did not declare an attack yet, so he can guards.

Correct it must be done before the attack action is announced
