I tried looking this up on the forum but i didn't find anything...
my question is : if i equip the warlord with a ring of command, which discounts command spells by 1 mana , do i get to make his battle orders for free ?
PS : His battle orders are considered to be quick spells, arent't they ? So he will have to spend one action for this ?

I do not believe any man related action can be reduced to zero.. minimum would be 1 mana as far as I recall.

You can never gain mana when recieving a discount.
This means if an enchantment costs 0 to reveal, and you have a ring which would make you pay 1 less - then you would still pay 0 (and not -1 / recieve 1 mana.)
And yes: a spell can with reduction(s) cost 0 to cast.
The discount rings are quite different though they appear the same at first look.
Some grant discount to a school of spells (holy, nature, arcane etc) , Some grant to a type (Incantation, enchantment, creature) some grant to subtype (Animal, Force, command).
Some of them have additional restrictions such as:
Enchanters ring only on friendly creatures.
Ring of Asyra: must be both holy school and Incantation or Enchantment.
Besides the common "once per round" and "enchantments recieve this when revealling".
I suggest studying whatever ring you include to be sure you got it right.
(i atleast made the mistake of taking wrong discount or forgetting a discount several times for multiple rings or even the same ring over and over.)
To the OP question:
Battle Orders is a Quick Command Spell.
(see Warlord Stats Card)
Ring Of Command says: One Less mana when casting a command spell.
Answer:
Battle orders will recieve 1 mana discount.
PS. If a spell costs 0 mana you must still spend an action or quickcast marker to cast it.

Caamora is wrong and jacksmack make it overly complicated.
@pete2: Yes you cast it for free.

sounds good to me Wildhorn ! nice little combo..did not notice this untill now...
i know this will still need an action (quick or full ) from my mage...

Other similar tactics include:
1) Forcemaster can use her Force Pull ability for free if she has a Force Ring equipped.
2) Anyone can cast Purify for free if they don't actually wish to remove anything. This may sound like a waste of a card, but if the opponent has a Nullify or Reverse Magic on them it will force it to trigger because even though no mana was spent, the spell was technically cast.
I'm not aware of any other spells that can be cast for free, but maybe someone else can find some we've missed.
