If a creature has melee + x and he has (or gains, through the retaliate enchantment or something) counterstrike, can the melee + x trait apply more than once per turn. For example, I activate my creature, it attacks (using up its melee + x), then it gets attacked and uses its counterstrike. And would it make a difference if the counterstrike came first and then the creature's action?

most of the time yes.
Bear strength is permanent +melee.
Hand if Bim is until end of round.
Stuff like banner or redclaw "aura" is as along as the creature stays in the zone with redclaw / standard bearer holder.
The incantation Power strike says "next melee attack" - so that is once only always.

If it is a different attack sequence then yes he would get the +x bonus. So if your Blue Gremlin has a Bear Strength and makes an attack he will get the +1 melee. If you then attach an Retaliate enchantment to him and he is attacked that same turn, when he counterstrikes his attack will gain the +1 melee trait also.

Okay, so to be clear, melee + x only doesn't count if you're making multiple attacks as part of the same attack action, such as with doublestrike, sweeping, or battle fury.
