A "tanglevine" is cast on a "Necropian Vampiress" while the Necropian Vampiress does NOT have flying. Now let's say the mage controlling Necropian Vampiress wants to give her flying by paying the 1 mana required on Necropian's card. Can Necropian gain flying and no longer be restrained by "Tanglevine" since tanglevine specifies that it cannot target flying? Or...does being restrained prevent Necropian from gaining flying? The latter seems to make sense, and that's the way we played it out, just thought I'd post here for thoughts. Appreciate the help guys.

You are correct- the later would apply.
If you target and cast tanglevine while the Vampiress does not have flying- it is a legal target.
Then, vampiress would follow the normal rules for Restrained: Flying creatures lose, and cannot gain, the Flying trait for as long as they are Restrained.
