Can i use the wizard tower to attack in the same turn that i summoned?

Yes, before or after any friendly action phase.  ;)

Thanks, and my second question its if i have the ring that gives +1 lighting attacks and put in the tower a lighting attack, can i add the bonus? thanks.

No, the tower is casting the spell, not your mage.
