What is best is dependent upon you. You should take a look at the card list and determine which cards will do you the most good.
I have bought both sets.....

Tome one contains more of your "Utility" spells, such as; Dissolve,block,dispel,ect.
Tome two contains more of your "Powerful" spells, such as; Major equipments, spawnpoints, high cost creatures.
If you just want it for you to build decks, tome two may be the way to go.
If you are looking for spells for more then just yourself, then one is a good bet.
Here is a link to a list that shows what comes in each one, as well as showing you what you get if you own two core sets in comparison to the tomes. (Which, if you can get two core sets over the tomes, that is the way to go for sure.)

I have 2 core sets + 2 spell tome 1 + 1 spell tome 2 + 2 FM vs Warlord sets and 13 spell books.
I don't think I have enough cards especially if you build all the spell books for 2 v 2.
Every spell book seems to need Nullify and that is in limited supply if spread out among all the spell books. Me and my son try not to touch each others spell books. We try to face each other and not show our spell books.
That is the fun of it.
I would do Spell tome 1 AND spell tome 2 (Both) unless you like redoing your spell book each time. I like to leave mine intact for the most part and just change a few if needed. Another thing you may try is 2 core sets this way you can play 2 v 2. I went overboard with 2 copies of each because I bought my son and myself our own copy.
