Question, what can disable target. Like could it get rid of armor? Or a mage wand?

Targets the mage; disables an equipment attached to the mage.  So yes and yes.  Unless the mage has [mwcard=MW1E29]Nullify[/mwcard] or similar attached, which counters it (since it has to target the mage).

So you could like disable a chestpiece or wand. Gotcha. That gives me a new idea for a wizard build (he he)

The entire reason I asked was for a book idea I have. It involves lots of dissolves and disarms and huggin. I'll share the book after I've played with it a few times.
