Damage and Effect Dice

Was reading in the rule book about the Damage and Effect stage of combat. Little vague on this but does an attack have to successfully inflict damage in order to get the effect dice roll? For example if I Fireball you but my dice roll no successes do I still check to see if you're Burned?

As long as the attack hits (i.e. is not avoided by a defense or block) you still roll for a secondary effect, even if the dice do no damage (due to rolling blanks or armor/resilence).

This game is more different than other games I've played than I first realized. With the forums help though I think I'm starting to understand it a bit better.

You technically roll the effect die WITH the damage dice at the same time..so its all one splatter of effect and damage.   so its not like you roll damage, then see if it worked, then move on to secondary effect.

I always when teaching tell people just you you were able to block a fire with you shield does not mean your cloth did not catch fire.
