Organized Play and Spell Book Building

I have not found a place yet to do organized play (However it is in the works), and i had a few quick questions.

1.) How does spell book book building work for organized play. Can a scratch build one before each game, or do i need to show up with set spell books?

2.) If i can scratch build before each game, has any one come up with set books, and then left a sort of open number of points to "side board"?

In the tourney Heat and I ran matches were best of one. All books had to be back to there original state before the next match so no side decks.

Since the league is for fun I do not see why if everybody agrees why you could not use a deck rebuild system.
