I know the rules state that a creature with ranged attacks can target a flying creature in the same zone, however is the reverse true?

If a creature with a ranged attack with range 1-2 gained the flying ability, would they be able to strike down upon the other creatures on the ground if in the same zone?

What about if it was to target other flying creatures?

Yes, per the FAQ, if either the attacker or the defender (or both) have flying you may ignore minimum range.
